Director of Project Management Department

Job Description

  • Propose to the Board of Management and the Director of the Project Management Division on the organization and management structure of the Project Management Department. Direct and oversee all activities of the department in accordance with assigned functions and responsibilities.

  • Develop work plans for the Project Management Department and supervise their implementation. Manage and direct the work of department staff.

  • Design and Schedule Management: Manage design dossiers, technical criteria, design adjustments/changes, and technical standards during the construction phase. Manage the master schedule and detailed schedules; adjust/change overall and package-level schedules as required.

  • Contract and Cost Management: Monitor and receive signed contracts, disseminate contract contents to department staff. Manage quantities and costs from the investment execution stage until final settlement and audit completion.

  • Site, Safety, and Fire Protection Management: Manage overall site, environmental sanitation, fire safety, etc., from the investment execution stage until project acceptance and handover.

  • Construction Quality and Quantity Management: Manage construction quality and quantities from the investment execution stage until project acceptance and handover.

  • Document Management: Manage all project dossiers and documents during the implementation phase until approval of final settlement.

  • Take responsibility for and directly work with government authorities regarding legal compliance, procedures, and project results. Liaise with relevant authorities regarding project management.

  • Manage regulations, processes, and procedures related to project management; evaluate the effectiveness of such processes and regulations. Coordinate with the HR & Administration Department in developing recruitment, talent acquisition, and retention policies.

  • Perform other tasks as assigned by the Board of Management and the Director of the Project Management Division.

Level:

  • Bachelor’s degree or higher in Construction, Architecture, Civil Engineering, or related fields (Master’s preferred).

  • Grade I Project Management Practice Certificate.

  • Ability to communicate and work in English.

  • Occupational Safety Certificate.

  • Preferred: Construction Cost Estimation Certificate, Bidding Certificate.

  • Minimum 7 years of experience as a Project Director with developer/investor companies.

Skills and knowledge:

  • Extensive knowledge of project management methods and processes, from planning, coordination, and supervision to project control.

  • Strong understanding of laws and regulations related to construction, investment, and project management.

  • Knowledge of construction supervision processes, equipment installation procedures.

  • Familiarity with construction technologies: pile and diaphragm wall works, basement construction, waterproofing, reinforced concrete structures, masonry, architectural finishing, MEP systems, fire protection systems, HVAC, ELV systems, etc.

  • Proficiency in software related to construction project document management: office software, CAD software, project management software.

  • Ability to use tools and equipment related to construction documentation management.

  • Project management professional skills: conflict resolution, contractor guidance and supervision, cost and value control, reporting.

  • Strong information-gathering skills in construction supervision.
